COVID-19 April 18 Update

Two new programs are now available for eligible Mississippians to help to relieve the burden caused by COVID-19.

1.Mortgage Relief

  • The Mississippi Home Saver Program is designed to provide mortgage relief while funds are available for eligible Mississippians who are:
    • Unemployed
    • Underemployed
    • Facing foreclosure
  • Eligible unemployed applicants must be currently receiving unemployment, be eligible to receive unemployment or have exhausted unemployment benefits.
  • Eligible underemployed applicants must show a reduction in income by 15% or more since the onset of the hardship event.
  • Eligible applicants facing foreclosure must be in that situation due to circumstances beyond their control and will have regained employment after a brief reduction or interruption in income. The mortgage debt-to-income ratio must be at or below 35%.
  • The relief is in the form of a zero-interest forgivable loan secured by a subordinate lien on the property forgiven over a five (5)-year period at 20% per year. If the property is sold or refinanced prior to the loan termination date, funds will be recovered should sufficient equity be available from the sale. The loans are subject to maximum amounts and maximum lengths of assistance.
  • The program has $10,000,000 available and will be paused after the first 1,000 applications are received.

2. Childcare Assistance

  • The Childcare Crisis Assistance in Isolation Response Plan (CCAIR) provides childcare services to eligible essential workers such as healthcare providers, public safety officials, power generation and utility personnel and food retail personnel.
  • The purpose of the program is to provide crucial childcare services to such eligible personnel who cannot self-quarantine or work from home because they are performing “essential” services.

When will Federal unemployment benefits be paid to those who do not qualify for state unemployment benefits?

  • As you may recall, self-employed individuals are generally not eligible for state unemployment benefits. However, under the federal CARES Act, such individuals may be eligible for federal benefits.
  • To make a federal claim, these individuals must still file their claim through MDES.
  • Many of you have asked when MDES will process claims for federal unemployment benefits.
    • It is our understanding that MDES has to re-program their computers to process the federal claims. As you can expect, up to this point in time MDES has been overwhelmed with handling all state claims.
    • We are closely monitoring this and will let you know just as soon as we receive word that those claims are being processed.

Update on number of cases.

  • 181 new cases reported yesterday.
  • Total cases statewide now number 3,974.
  • Unfortunately, we now have 152 deaths.
  • 69 outbreaks in long-term care facilities.
